In accordance with the National Environmental Policy Act (NEPA), the NPS and Gold Star Mothers National Monument Foundation are preparing an Environmental Assessment (EA) to identify alternatives and assess the potential impacts for the proposal. The National Capital Planning Commission and Arlington National Cemetery have been invited to be cooperating agencies. Concurrent to the NEPA process, the NPS and the Gold Star Mothers National Monument Foundation will conduct consultation under Section 106 of the National Historic Preservation Act of 1966 (NHPA).

Public involvement is a critical part of the project planning and development process. The National Park Service considers public involvement essential to ensure that the action taken by the NPS provides the greatest benefit to the park environs. Public Involvement provides an opportunity for individuals, representatives of civic groups, public agencies, and governing bodies to offer comments, submit written material, ask questions regarding the proposed project, as well as become informed of the schedule for future events in the process.
