NHPA Section 106 Adverse Effect to the Mammoth Hot Springs Hotel


As part of a seismic stabilization and interior/exterior rehabilitation project, Yellowstone National Park is proposing to replace 172 one-over-one, double-hung, wood windows with new wood windows that duplicate the same style on the guest wing of the Mammoth Hot Springs Hotel in order to improve room ventilation and energy efficiency. The park, through consultation with the Wyoming State Historic Preservation Office, has determined that replacing the windows would diminish the integrity of the hotel's historic materials. This effort would therefore have an adverse effect on the historic property, per Section 106 of the National Historic Preservation Act.

We are inviting you, the public, to provide the park with ideas on how to mitigate this impact to the historic fabric of the Mammoth Hot Springs Hotel. Information on the resolution of adverse effects on historic properties is available at 36CFR § 800.6 http://www.achp.gov/regs-rev04.pdf. Please see the provided background documents for further understanding of the proposed undertaking, such as the rationale for replacing the historic windows and photos of existing and proposed Guest Wings windows. Also included is correspondence between the park and the Wyoming State Historic Preservation Office (SHPO) and a description of the overall seismic stabilization and rehabilitation project for the Guest Wing. Other documents provided for your convenience include a map of the project location, a map of the Area of Potential Effect (APE), and a description of historic properties found within the APE. National Register Nomination Forms for historic districts that would be directly or indirectly affected have also been provided for your convenience. Finally, the Mammoth Hot Springs Hotel Historic Structure Report (HSR) provides an in-depth history of the hotel development, descriptions of character-defining features, and recommended treatment options.
