Step 2. Conduct external scoping/civic engagement

Step 4. Refine alternatives
Step 5. Identify environmental impacts and select preferred alternative
Step 6. Receive Regional Director's approval to formally begin the NEPA process
Step 7. Prepare draft plan/environmental document
Step 8. Consult with State Historic Preservation Office(r) on the preferred alternative
Step 9. Receive Regional Director's approval to release the EA
Step 10. Initiate ESA consultation
Step 11. Public review of draft plan/environmental document
Step 12. Analysis of public comment
Step 13. Meet with NHPA Section 106 Consulting Parties *
Step 14. Prepare final plan/decision document
Step 15. Release final plan/decision document to the public
