Marin Headlands and Fort Baker Transportation Infrastructure and Management Plan
The ROD describes the selected action to be implemented, the decision rationale, and the mitigation measures that will be implemented to reduce project impacts. The project will address a number of deficient multi-modal transportation conditions including: deteriorating transportation infrastructure (asphalt, culverts); inadequate roadways to handle shared bicycle and automobile use; inefficient and substandard trails; limited transit service; haphazard and unsafe parking/conditions; and confusing wayfinding.
The project is scheduled to begin construction with the first phase (Conzelman, McCullough, Field and East Roads and associated trails and intersections) in spring 2010. Other phases will occur over four or more years as funding becomes available. The road improvements are funded by the Federal Highway Administration in a special appropriation designed for highways located on federal lands. The estimated cost for the road rehabilitation is approximately $27 million. Short-term road closures may occur during construction.

The Golden Gate National Recreation Area (GGNRA) Acting Superintendent Frank Dean announces the availability of the Record of Decision (ROD) for the Marin Headlands and Fort Baker Transportation Infrastructure and Management Plan. The ROD was approved by the Pacific West Regional Director, Jon Jarvis, on August 11, 2009. The ROD completes the National Environmental Policy Act compliance process for this important plan. The project area is located in GGNRA lands in southern Marin County.
