With the cooperation of the National Park Service/Golden Gate National Recreation Area (NPS/GGNRA), the United States Army Corps of Engineers (USACE) is proposing to change the existing permitted disposal of the San Francisco Bay Main Ship Channel Operations and Maintenance dredging from nearshore placement to beach nourishment for the purpose of erosion control at Ocean Beach, within NPS/GGNRA jurisdiction.This one-time placement would occur between Sloat Avenue and Fort Funston where erosion of the bluff is threatening the City and County of San Francisco's (CCSF's) water treatment infrastructure and the Great Highway. This project would be conducted under the authority of Section 2037 of WRDA 2007, which amends Section 204 of the WRDA of 1992, and states "the Secretary of the Army is authorized to use sediment obtained through the construction, operation, or maintenance of a Federal water resources project to carry out projects to reduce storm damage to property." The San Francisco Public Utilities Commission is the non-federal sponsor on the proposed project and is preparing separate CEQA documentation.

Pursuant to 33 C.F.R. § 230.11 (b) U.S. Army Corps of Engineers - Procedures for Implementing [the National Environmental Policy Act] NEPA, notice of the availability of this EA and draft Finding of No Significant Impact (FONSI) for review and comment is being provided to agencies, organizations, and the interested public. The EA is available for viewing and to download at https://www.spn.usace.army.mil/Missions/Environmental/.
