Upgrade Arches VC public restroom ventilation and heating

The public restrooms in the VC are not air conditioned and do not have very good ventilation to help moderate summer heat and ensure odors are kept to a minimum. This project will increase the ventilation by upgrading the existing ceiling mounted exhaust fan or adding additional exhaust fans. The work will also include adding hardwired electrical heaters to the family restroom and the janitor's closet, these areas are prone to freezing and the additional heaters will eliminate freezing concerns
