Denali National Park and Preserve Geohazard Preliminary Response Plan (2020-2024)
This Preliminary Response Plan is divided into multiple sections that list allowable actions, required permissions, and required reporting.
Section 1 covers actions that can take place within the Road's 300' wide right-of-way (ROW).
Section 2 covers actions that can take place beyond the ROW, which for the purposes of this document is considered within designated wilderness.
This Preliminary Response Plan complies with and builds upon programmatic compliance already approved under the following that are necessary to keep the road functional pre- and post-event:
- The 2007 Denali National Park and Preserve Road Design Standards and the 2005 Denali Park Routine Road Maintenance, Repair and Operating Standards (PEPC #10607);
- Nationwide Programmatic Agreement between the National Park Service, the Advisory Council on Historic Preservation, and the National Conference of State Historic Preservation Officers for Compliance with Section 106 of the National Historic Preservation Act (2008);
Additionally, guidance from the following documents is incorporated:
- Denali Park Road Cultural Landscape Report (2019);
- National Park Service Procedural Manuals #77-1 Wetland Protection (2016) and #77-2 Floodplain Management (2002).
And finally, new programmatic compliance was completed to cover all remaining actions:
- Categorical Exclusion (CE) 3.3 C9, C10, C16, E5 and undocumented CE 3.2 E satisfying the National Environmental Protection Act (NEPA):
o C9 Repair, resurfacing, striping, installation of traffic control devices, repair/replacement of guardrails, etc, on existing roads.
o C10: Installation of wells, comfort stations, and pit toilets in areas of existing use in developed areas.
o C16: Landscape and landscape maintenance in previously disturbed or developed areas.
o E5: Nondestructive data collection, inventory (including field, aerial, and satellites surveying and mapping), study, research, and monitoring activities.
o Undocumented Categorical Exclusion 3.2 E: Routine and continuing government business, including such things as supervision, administration, operations, maintenance, renovations, and replacement activities having limited context and intensity (e.g. limited size and magnitude or short-term effects);
- Programmatic Agreement for the Denali Park Road satisfying Section 106 of the National Historic Preservation Act (NHPA)
- Minimum Requirements Analysis required by the Wilderness Act.
