Plan Process

Step 1. Define purpose and need/develop preliminary alternatives
Step 2. Conduct Civic Engagement (Public Meeting)
Step 3. Analysis of public comment
Step 4. Refine alternatives
Step 5. Initiate NHPA Section 106 consultation
Step 6. Initiate tribal consultation
Step 7. FHWA engineers develop designs for each alternative (designs need to be at least 50% complete in order to begin to conduct impacts analysis)
Step 8. Identify environmental impacts and select preferred alternative
Step 9. Prepare pre-NEPA draft plan/environmental document
Step 10. Formally begin NEPA process upon Regional Director's approval
Step 11. Initiate ESA consultation
Step 12. Receive Regional Director's approval to release the EA
Step 13. Public review of draft plan/environmental document
Step 14. Analysis of public comment
Step 15. Working through tribal consultation *
Step 16. Prepare final plan/decision document (including NHPA and MOA, and ESA and EFH consultation)
Step 17. Release final plan/decision document to the public
