Development and implementation of strategies to better protect manatees in the AIP will include the following steps:

Step 1. Define purpose and need/develop preliminary alternatives
Step 2. Conduct external scoping *
Step 3. Refine alternatives
Step 4. Identify environmental impacts and select preferred alternative
Step 5. Develop proposed Compendium regulations to implement preferred alternative
Step 6. Prepare appropriate level of NEPA documentation
Step 7. Prepare final Compendium regulations and release to public
Step 8. Install appropriate channel markers/signs
Step 9. Conduct public outreach and education on speed zones
Step 10. Enforce speed zones
Step 11. USFWS removes AIP designation
Step 12. Prepare draft and final Special Regulations for inclusion in Title 36 Code of Federal Regulations
This process will lead to enhanced protection for endangered manatees and lifting of the AIP designation for Chokoloskee Bay.
