In June 2007 Verizon Wireless submitted an application to the NPS for the construction, operation, and maintenance of a wireless telecommunications facility on Park Ridge near Grant Grove in Kings Canyon National Park. The NPS is required by the Telecommunications Act of 1996 to consider all applications for the installation of cellular equipment on NPS lands.

The NPS prepared an environmental assessment to analyze the potential effects of the proposal. The EA was available for public review from May 20 through June 22, 2009. Comments were considered and the preferred alternative, construct the wireless telecommunications facility, was selected. A finding of no significant impact statement was prepared and signed by Pacific West Regional Director Jonathan Jarvis on August 26, 2009.
