Public scoping for this project will be open from March 15, 2006 through April 14, 2006.
Comments will then be analyzed and used in developing alternative approaches for addressing the issue, around which a draft document will be developed.
The public will have a chance to review and comment on the draft document in fall of 2006. Those comments will then be incorporated and a final plan released.
The project is scheduled to begin in Spring of 2007.
