Description:
The Commission will meet to review recently introduced memorial legislation, to provide consultation on authorized memorials, and to be updated on other memorials currently in progress.
(1) Site Selection consultation for the Desert Storm/Desert
Shield Memorial;
(2) Review of S.907, to authorize the modification of the
Second Division Memorial;
(3) Updates on memorials in progress;
(4) Updates on pending memorial legislation.

The meeting will begin at 1:00 p.m. and is open to the public. The Commission members will meet in Room 311, the Boardroom of the Commission of Fine Arts which is located on the 3rd Floor of the National Building Museum, 401 F Street, N.W., Washington, D.C., 20001. Persons who wish to attend the meeting should enter Room 311 directly through the room entry doors on the 3rd Floor hallway - this room will not be accessible through the Commission of Fine Arts offices in Suite 312.

Two sites have been identified for consideration as a site for the National Desert Storm War Memorial: the Memorial Circle Area at George Washington Memorial Parkway on Columbia Island and the Constitution Avenue Terminus Area near 23rd Street NW. Both sites are located in Washington, D.C. The Memorial Circle Area site is administered by the George Washington Memorial Parkway unit (GWMP). The Constitution Avenue Terminus Area site is administered by the National Mall and Memorial Parks unit (NAMA). As part of this proposal, the NDSWM Association will design and construct a memorial at the selected site (a site will be selected under the first scoping period and design will be addressed under a second scoping period). The NPS will be responsible for its long-term maintenance.
The initial scoping will help choose a preferred site to be carried forward into site design. If issues arise after the identification of the preferred that would not allow for the chosen site to be considered, the alternative site would then be carried forward and the compliance process would be adjusted accordingly.
Description:
The NDSWM Association proposes to establish a permanent memorial to commemorate and honor those who, as a member of the Armed Forces, served on active duty in support of Operation Desert Storm or Operation Desert Shield. The United States Congress authorized, in Public Law 113-291, the establishment of the memorial on federal land in the District of Columbia. In Public Law 115-18, the United States Congress authorized the location of the memorial within Area I as defined under the Commemorative Works Act. The memorial must be consistent with the Commemorative Works Act which ensures that commemorative works in areas administered by the NPS in Washington, D.C. are appropriately designed, constructed, and located.
In accordance with the National Environmental Policy Act (NEPA), the NPS will prepare an environmental assessment (EA) that will address the memorial's site selection and design. The NPS intends to coordinate consultation and NEPA review per Advisory Council on Historic Preservation (ACHP) regulations (36 CFR 800.8) and to consult the public per 36 CFR 800.3(e) in public meetings and through our Planning, Environment, and Public Comment (PEPC) website- http://parkplanning.nps.gov/ndswm/ndswm.
It is anticipated that these outreach efforts will accommodate both NEPA and the Section 106 processes, although NEPA and the Section 106 processes are on two separate, but parallel tracks.

Comments received during the scoping period will be considered in the analyses to be conducted for the EA. The comment period will begin June 23, 2017 and close July 24, 2017. This public scoping period focused on the potential memorial design builds on the public scoping that was conducted for site selection in the summer of 2017. The NDSWM Association and NPS received public comments regarding two sites considered during the site selection process: the Memorial Circle Area at George Washington Memorial Parkway on Columbia Island and the Constitution Avenue Terminus Area near 23rd Street NW. Based on comments received, the NDSWM Association and NPS found that the Memorial Circle Area site poses difficult challenges and removed the site from further consideration. After considering the public comments along with a new comprehensive evaluation of five sites, three sites were identified for consideration as a site for the Memorial: the Constitution Avenue Terminus Area near 23rd Street NW, the historic Constitution Avenue Belvedere near Rock Creek and Potomac Parkway NW, and Walt Whitman Park on E Street NW. Memorial design concepts for the three sites have been prepared for public comment.
Description:
Following the design scoping period, the NPS will prepare an EA in accordance with NEPA that will evaluate the proposed memorial's site selection and design. The EA will address the project background, the purpose and need for the proposed actions, a determination of environmental issues and potential impacts resulting from the alternatives considered (including the no action alternative), and public involvement and agency coordination. The public is invited to identify any issues or concerns they might have with the design of the proposed memorial so that the NPS can appropriately consider them in the preparation of the EA. A public scoping meeting will be held from 6:00 p.m. to 8:00 p.m. on March 27, 2018 at 2020 K Street NW, Washington, DC. Greeters will meet attendees in the lobby of the building and escort attendees to the meeting room. This public meeting will also serve as a public meeting for the Section 106 process of the National Historic Preservation Act of 1966, as amended. The public and interested parties are invited to identify ways to avoid and minimize the potential for adverse effects to historic properties in the vicinity of the proposed memorial sites.
