Voyageurs National Park was established January 8, 1971, and the park's enabling legislation allows for winter recreation access, including the use of snowmobiles. The park's enabling legislation also allows for recreational fishing in accordance with federal and Minnesota state law. Ice fishing and motorized access to frozen lake surfaces is a longstanding tradition in Minnesota.

Other than snowmobiles, the park does not currently have a plan that addresses
motorized vehicle use on frozen lake surfaces. Through this process, the park will be
developing a Frozen Lake Surface Use Plan/Environmental Assessment that would establish goals and objectives for the management of vehicles and recreational opportunities on frozen lake surfaces.

The park held a series of civic engagement meetings in April 2023 and public scoping meetings in June 2024. Public comment reports related to civic engagement and public scoping are available under the "Document List" link on the left side of this page.
