Harriet Tubman Underground Railroad National Historical Park was established by Public Law 113-291 on December 19, 2014 and includes portions of the Harriet Tubman Underground Railroad National Monument created by Presidential Proclamation No. 8943 on March 25, 2013. The new national historical park will be administered by the National Park Service alone or in partnership, for the purpose of commemorating and interpreting history related to Harriet Tubman and the Underground Railroad. The new national historical park interprets a landscape that Ms. Tubman would recognize today.

Harriet Tubman Underground Railroad NHP is in the process of initiating planning for the new park. The very first step in planning for the new national historical park is to get to know it. We accomplish this in a number of ways:
• undertaking baseline research and studies
• creating base maps and a GIS database
• informing the public and sharing information about the National Park Service (NPS) and this new NPS unit
• talking with the owners/ managers of related sites, community leaders and other local interest groups, park visitors, and members of general public to gauge issues and concerns and hear about what opportunities may lie ahead.

The first planning document that will be generated is aptly called a Foundation Document. The foundation document defines the park purpose, describes its national significance and fundamental resources and values, and identifies and prioritizes planning and additional research needs for the park. The foundation will become the cornerstone of future planning efforts for the park.
