The National Park Service has approved a plan to construct a paved trail between the North Michigan Park neighborhood in Northeast Washington, D.C. and the adjacent Fort Totten Metrorail station and associated bus facility.

The Fort Totten-North Michigan Park Pedestrian Access Improvements Project and Environmental Assessment evaluated four alternatives for the project, as well as each alternative's potential impacts to the natural and historic setting of the Fort Totten area. In its Finding of No Significant Impact (FONSI), the National Park Service identified "Alternative 3: Direct Trail" as the selected alternative.

This alternative calls for constructing a paved multi-use trail through the project area, which is part of the Civil War Defenses of Washington and is managed by Rock Creek Park. The design for the trail, which would connect Gallatin and Galloway Streets, NE, would account for existing topography to allow for sufficient sight lines and proper grade for universal accessibility. Existing unofficial social trails would be closed and restored with native vegetation.

As of September 2018, the project is in the design phase. Currently, the National Park Service is planning conduct geotechnical research at the trail site. This work is required as part of the planning for stormwater management structures that, under the District of Columbia 2013 Stormwater Management Rule, may need to be installed in this location. Once the geotechnical work completed, we will complete the trail design and proceed to construction, provided construction funding is available.

Although a funding source for the project has not yet been identified, the park has submitted a request for special National Park Service project funding in upcoming fiscal years.
