National Heritage Areas are designated by Congress as places where natural, cultural, and historic resources combine to form a cohesive, nationally important landscape. Through their resources, Heritage Areas tell nationally important stories that celebrate our nation's diverse heritage. Heritage Areas are lived-in landscapes.

Completion of a Management Plan is required by the authorizing legislation (Public Law 111-11, Section 8001) for the Sangre de Cristo National Heritage Area. The Management Plan describes the Heritage Area's management structure, duties, mission, and goals, as well as its prohibition on the acquisition of real property. The ten-chapter Plan includes an inventory of the Heritage Area's natural, cultural, and recreational resources, and presents approaches to conservation and recreation, historic preservation, and the conserving of community and tradition. It offers ways to interpret Heritage Area resources, and offers approaches to heritage tourism, marketing, and community revitalization. Sources of funding to carry out the Management Plan are identified, and an analysis of and recommendations for coordinating Federal, State, and local programs presented.
