Dominion Virginia Power is planning the installation of 2260 feet of underground power line parallel to Picnic Road at the Fort Harrison unit of Richmond National Battlefield Park. This underground line will be drilled at a depth of 36 - 48 inches.

The purpose of the project is to provide a more modern and reliable line to supply power to local residents, and particularly to the National Park Service buildings along Battlefield Park Road. It also will be a less visually intrusive system than the current lines, which are above ground and stretch cross-country from Osborne Turnpike eastward to the Battlefield Park Road corridor. The current lines are subject to frequent outages, and are difficult to reach due to swampy and inaccessible terrain.

The underground line will go through a portion of the September 29, 1864, battlefield of Fort Harrison. An archeological survey has been performed along the route to evaluate subsurface resources. No specific culturally sensitive sites were discovered.

The guidelines for Section 106 of the National Historic Preservation Act require the park to ask for public comments on projects of this nature. The park also welcomes any environmental or socio economic concerns. Any written comments may be directed to the park through this website, or through traditional surface mail. They will only be accepted during the 30 day period of public review.
