The National Park Service is proposing to treat invasive pest species at Tonto National Monument near Roosevelt, AZ. The monument proposes to implement integrated pest management (IPM) practices to prevent, and to proactively treat pest species that are causing risks to human health and safety, and damage to archeological resources and park facilities. Treatments would include using IPM methods on invertebrate species such as termites and ants in park facilities, and vertebrate species such as rodents that are burrowing into irreplaceable archeological resources including the cliff dwellings. Plans would include treatment of large hives of Africanized honey bees in the vicinity of the cliff dwellings and park administrative buildings. The presence of large numbers of aggressive Africanized honey bees often forces the closure of the cliff dwellings to visitors and staff if not treated.

Treatments will be specific to the biology of the pest species and will be based on the best research available. Treatments could include:
Mechanical – trapping, shooting
Chemical – pesticides, pheromones
Biological – organisms or pathogens specific to target pest species, predators
Cultural – sanitation practices, exclusion, pest species habitat reduction/removal

Cultural treatments (exclusion, sanitation, etc.) would be the first line of defense, and these treatments would be continually implemented and monitored. Mechanical and chemical treatments would be implemented when prevention measures fail to adequately address the problem. Pesticides will be applied by licensed applicators according to label directions. Research studies may be implemented to help determine the best treatment methods for specific species.

An Environmental Assessment will be prepared in compliance with the National Environmental Policy Act (NEPA) to provide the decision-making framework that 1) analyzes a reasonable range of alternatives to meet project objectives, 2) evaluates issues and impacts to park resources and values, and 3) identifies mitigation measure to lessen the degree or extent of these impacts.

The monument encourages public participation throughout the planning process. There will be two opportunities to comment formally on the project; once during initial project scoping and again following release of the Environmental Assessment. The monument is currently in the scoping phase of this proposed project, and invites the public to submit written suggestions, comments, and concerns regarding the proposed project online at the NPS Planning, Environment, and Public Comment (PEPC) website at: http://parkplanning.nps.gov/tont.

If you are not able to submit comments electronically through this website, you may submit written comments at the address on this letterhead. If you have any questions, please contact Duane Hubbard, Chief of Resources, at (928) 467-2241, extension 28. Please provide comments by August 8, 2010. These comments will be considered during preparation of the Environmental Assessment. We look forward to hearing from you.
