The National Park Service (NPS) and Cape Cod National Seashore (the National Seashore) are proposing the reconstruction of a 2-mile stretch of Moors Road (US Highway 6A) in Provincetown to improve the road to withstand increasing heavy vehicle use and to enhance bicycle and pedestrian access to Herring Cove Beach and the Province Lands Bike Trail from Provincetown.

These improvements are intended to:

• Reduce Congestion
- Moors Road is heavily used during the visitor season by passenger vehicles, buses, contractor equipment, delivery trucks, bicyclists, and pedestrians.
- A two-day traffic count totaled 2,530 vehicles (August 2007).

• Increase Pedestrian, Bicycle, and Vehicular Safety
- During summer months, as many as 800 bicyclists per day ride their bicycles along Moors Road and through parking areas to access bicycle parking for Herring Cove Beach.
- There were 14 bicycle/vehicle accidents on Moors Road in 2007.
- Increase in use by delivery and construction vehicles has led to the roadway crumbling due to
excessive loading.

• Protect Natural Resources of the National
Seashore
- The proposed multi-use enhancements should provide environmentally sensitive and safe access to public use areas, including a link between Province Lands Bike Trail and Herring Cove Beach.
- A bicycle facility should direct bicyclists to designated areas to prevent intrusion into the fragile dunes of the National Seashore.

• Encourage Alternative Forms of Transportation
- These improvements support the intermodal transportation goals of the Cape Cod Commission's Long Range Transportation Plan.
- The proposed multi-use enhancements should make connections to the regional transit system easier.
- Roadway and bicycle improvements should encourage visitors and local residents to leave their cars and directly experience the resources of the National Seashore.
