The EA is being prepared in accordance with the National Environmental Policy Act (NEPA) of 1969, and the Council of Environmental Quality's Regulations for Implementing NEPA (40 CFR 1500-1508).
The proposed action at Manassas National Battlefield Park includes: Rebuilding existing transmission lines: Dominion Virginia Power proposes to reconfigure the transmission lines located on the western border of the park in the vicinity of the Stuart's Hill Visitor Center. The current right of way contains two transmission lines; one 500 kV line and one double circuit 230 kV line. Dominion Virginia Power proposes to replace both the double circuit 230 kV line and the existing 500 kV line with parallel double-circuit 500/230 kV towers all within the existing transmission line right-of-way. As part of this project, six temporary access roads will be constructed in order to build the new transmission line. The Environmental Assessment is part of federal action to review the construction permit for these roads. To ensure that the full range of issues related to this proposed action are addressed in the EA, the park is soliciting public comments and concerns regarding these projects from all interested parties.

To initiate this process, a public scoping meeting will be held at the Stuart's Hill Visitor Center (6511 Sudley Road Manassas, VA 20109) at 6pm on December 11, 2008. In order for your comments to be considered as part of the scoping phase of this EA, all comments must be received prior to January 2, 2009. Additional opportunities to comment on this project will also occur during the 30-day public comment period of the EA, which is currently expected to occur in April 2009.
