The 2008 Interagency Fire Management Plan (FMP) for the Flagstaff Area National Monuments (FLAG) consisting of Sunset Crater Volcano (SUCR), Walnut Canyon (WACA), and Wupatki (WUPA) National Monuments was moved into the new, NPS required FMP template. The updated 2025 FMP remains consistent with the 2008 FMP and 2008 EA and FONSI and there are no substantive differences between the current proposal and impacts as described in the existing NEPA documents and associated decision document. The 2008 NEPA documents outline the selected action to address fire on a landscape level, with objectives to provide for fire personnel and public safety, protect values at risk, and to collaborate with adjacent landowners.

The purpose of the FMP template update was to ensure all park units with burnable vegetation meet the requirements of the 2014 DOI FMP Framework. The 2008 FLAG FMP had outdated language and policy. The new FMP updates fire management language, policy, and addresses future conditions without departing from the intent of the 2008 EA and FONSI. This revised plan will not result in additional effects not considered in the 2008 NEPA documents nor the 2008 FMP.

A programmatic agreement (PA) between the NPS - Flagstaff Area National Monuments (FLAG) (Sunset Crater Volcano, Walnut Canyon, and Wupatki National Monuments) and the Arizona State Historic Preservation Officer (SHPO) will be prepared for programmatic review of FLAG Fire Management Plan projects in compliance with Section 106.

The review period will be from September 15, 2025 to October 15, 2025.
