The National Park Service (NPS) is posting a Notice of Realty Action (NORA) for a proposed land exchange of federally owned lands located in Cumberland County, Pennsylvania for privately owned lands located in Dauphin County, Pennsylvania.

The NPS proposes to convey to the Central Pennsylvania Conservancy Inc. an approximately 5-acre parcel in Cumberland County located along the Appalachian Trail (A.T.) northeast of Carlisle. This parcel is locally known as Scott Farm and identified by NPS as Tract 364-17A. Conveyance of this tract would be done by Quitclaim Deed that contains restrictive covenants to protect historic and archaeological resources as well as wetlands and floodplains located on the tract.

In exchange for Tract 364-17A, the NPS would acquire from Central Pennsylvania Conservancy, Inc. an approximately 162-acre parcel located along the A.T. on Peters Mountain east of Duncannon and identified by NPS as Tract 358-27.
The purpose of the proposed exchange is to add federal protection to a 1.7-mile segment of the A.T. corridor on Peters Mountain and allow A.T. partners to utilize and manage Scott Farm.

The NORA will also be published in a local newspaper and mailed to adjacent landowners, state and local governments, and Congressional delegation. The NORA, legal descriptions, and maps illustrating the location of the subject properties, are available to review. A 45-day public comment period will accompany posting of the NORA with all timely comments evaluated and considered in making a final decision.
