The National Park Service (NPS) is posting a Notice of Realty Action (NORA) for a proposed land exchange with the Bear Hill Conservancy Trust (BHCT) in the Town of Lyme, Grafton County, New Hampshire. The NPS proposes to convey an ~ 323.3-acre parcel to BHCT in exchange for four BHCT non-contiguous parcels totaling ~ 232.3 acres located within the Appalachian National Scenic Trail (ANST) corridor. The purpose of the exchange is to increase and consolidate federal ownership protections near and along the ANST footpath.

In accordance with the National Trails System Act (Act), the NPS administers the ANST in consultation with the U.S. Forest Service (USFS). The Act authorizes the transfer of management of specified national trail segments between the Department of Interior and Department of Agriculture. Given the proximity of the lands to be acquired to the White Mountain National Forest, the NPS and USFS intend for the lands acquired to be managed by the USFS in accordance with an agency level executed memorandum of agreement for the management of the ANST.

The NORA will also be published in a local newspaper and mailed to adjacent landowners, state and local governments, and Congressional delegation. The NORA, legal descriptions, and maps illustrating the location of the subject properties, are available to review. A 45-day public comment period will accompany posting of the NORA with all timely comments evaluated and considered in making a final decision.
