The National Park Service (NPS) is seeking comments on a Memorandum of Agreement (MOA) for the reimagining of the exhibit experience at the Ellis Island National Museum of Immigration. The MOA between the NPS and the State Historic Preservation Offices of New York and New Jersey outlines a process that will ensure the NPS fulfills its obligations under Section 106 of the National Historic Preservation Act. The public review period is open for 14 days ending March 28, 2024.

The NPS, in cooperation with the Statue of Liberty - Ellis Island Foundation is proposing to rehabilitate exhibits in the Ellis Island National Museum of Immigration. The undertaking consists of the design and installation of new museum exhibits as well as upgrades to existing exhibits, removal of non-historic material, installation of a 120-foot-long digital media frieze at the rear of the Baggage Room, construction of new ADA-accessible restrooms, and replacement of the non-functional escalator in the east atrium with stairs.

While the majority of improvements to the Ellis Island National Museum of Immigration exhibits will have a beneficial effect on the historic structure, the NPS is proceeding with the determination of the State Historic Preservation Offices that one aspect of the undertaking, specifically the addition of a 120-foot-long media frieze in the Baggage Room, will have an adverse effect on the Main Immigration Building when applying Section 106 of the National Historic Preservation Act.

Following Section 106 regulations, the NPS shall provide an opportunity for members of the public to express their views on resolving adverse effects of the 120-foot-long digital media frieze to be installed in the Baggage Room. Mitigations of the adverse effect begin on page 2 of the attached MOA.
