Site Description
Shepherd Parkway is a predominantly wooded landscape extending from St. Elizabeth's/Department of Homeland Security campus to the north to Bald Eagle Hill to the south. It is bounded to the north by the Department of Homeland Security campus, on the west by I-295, to the south by the Bald Eagle Recreation Center, on the east by streets (from north to south) Lebaum Street SE, 4th Street SE, Newcomb Street SE, 2nd Street SE, Malcolm X Avenue SE, Parkland Place SE, Waclark Place SE, Brothers Place SE, Martin Luther King Avenue SE, 2nd Street SW, and Martin Luther King Avenue SW.

Parkland Playground Rehabilitation Project
The National Park Service (NPS) is rehabilitating the Parkland area of Shepherd Parkway in southeast Washington. Parkland is a narrow, relatively flat, improved open space, which is commonly used by the community and for events. Parkland is bordered by Malcolm X Avenue SE to the north, Martin Luther King Jr. Avenue SE to the east, Parkland Place SE to the south, and a wooded area to the west. Parkland is a portion of Shepherd Parkway, which contains the remains of Fort Carroll and Fort Greble. These forts are identified in the 1978 Civil War Defenses of Washington National Register of Historic Places nomination form. A 2015 nomination form to expand the boundary of the Civil War Defenses of Washington includes Parkland.

The initial plan options for the Parkland rehabilitation offer opportunities for a range of uses, from informal recreational activities to official programming. Each of the concept plan options help define Parkland as a gateway to NPS lands. The concept plan options build upon the existing mature tree canopy and adapt the existing bare, hardpacked soil to a surface better suited for high-pedestrian traffic areas. Concept plan options for Parkland would accommodate a wide range of events and programming and offer space for active and passive recreation for local communities.

The re-design of the playground, selection and mix of recreational amenities, and future programming will be largely based on community input. As plans progress from design to construction, we invite community feedback on what you'd like to see Parkland become!

A virtual public meeting has been scheduled for Thursday, October 20 at 6 pm. Two conceptual designs will be shared. Following the October public meeting, the design consultant will incorporate community feedback from the public meeting and comment period into a revised design concept. The revised design will be shared for public input upon development.
