The National Park Service (NPS) invites review of and comment on its proposed finding of No Adverse Effect for—and thus its proposed approval of—the plans of the George Washington Foundation (Foundation) to implement at George Washington's Boyhood Home National Historic Landmark (Ferry Farm), situated in southern Stafford County, Virginia and opposite the City of Fredericksburg on the Rappahannock River, a Phase 1-B of the Preferred Alternative of the Site Treatment Plan and landscape rehabilitation, selected through an Environmental Assessment following public/agency review by NPS in 2013-2014. Phase 1-B would entail construction by the Foundation at Ferry Farm of two buildings that represent two structures present there during the eighteenth century: (a) a quarter that was home to the enslaved residents of the property, and (b) a storage building.

See "Document List" link at upper left of this webpage for particulars. The documents you may download there are: (a) NPS September 24, 2021 memorandum and attached maps/illustrations inviting review and comment by all interested parties and describing: the Foundation's Phase 1-B plans; NPS rationale for proposed No Adverse Effect determination for and proposed approval of those (including discussion of Area of Potential Effect, recommendation and comments by NPS subject-matter advisers, resource-avoidance and mitigation-planning, measures in the event of unanticipated discovery of gravesites and human remains and/or funerary artifacts, and protocol in the event of unanticipated discovery of those); relation of the Foundation's Phase 1-B plans to the NPS-held conservation easement for Ferry Farm, to the NPS National Environmental Policy Act review of 2013-2014, to the NPS National Historic Preservation Act public/consulting-party/agency review of 2015 (of Foundation's Phase 1-A plans), and to the Secretary of the Interior's Guidelines for Rehabilitating Cultural Landscapes, (b) elevations and plans for proposed quarter, (c) archeological and historical documentation for proposed quarter, (d) elevations and plans for proposed storage-building, and (e) archeological and historical documentation for proposed storage-building.

An NPS review of plans for Ferry Farm is always limited to the terms of the conservation easement and does not also imply reviews, approvals, permits, or other requirements of the County of Stafford or other, non-NPS authorities for the same plans.
