Council on Environmental Quality (CEQ) regulations require federal agencies to invite public involvement prior to making a decision on proposed actions that may affect the environment. "Scoping" is an early and open process that ensures a full range of issues, related to a proposed action, are identified and that all significant issues are addressed. Scoping provides the opportunity for federal, state, and local agencies; elected officials; members of the public; and tribal governments to present additional background and technical information that could improve the analysis and resulting FMPs. We are pleased to provide you with this Scoping Document, which describes the proposed action that will be analyzed in the upcoming EA.
