Dear Friends of American Memorial Park

The National Park Service (NPS) proposes to replace the existing damaged sheet pile seawall along the west side of the man-made causeway separating the Smiling Cove Marina entrance channel and Outer Cove Marina at the American Memorial Park in Garapan, Saipan, Northern Marianas Islands. Tropical storms in August and October 2006 caused damage to the sheet pile seawall and the causeway along the Smiling Cove Marina entrance channel.

Under the preferred alternative, a new sheet pile wall would replace the existing deteriorated sheet pile wall and 70 linear feet of the concrete woven mattress just south of the end of the sheet wall would be replaced with a riprap rock slope. There would be backfilling and grading to below the mean higher high water (MHHW). The causeway surface would be graded to the top of the sheet pile wall and capped with a walkway and handrail.

We invite your participation in the National Environmental Policy Act (NEPA) process and solicit your comments concerning the proposal and any potential environmental issues of concern to you. The comment period for the Environmental Assessment is 30 days, beginning May 27, 2008 and ending June 25, 2008. Please send your written comments to the project contact listed below. Comments can also be posted on this site through the 'Open for Public Comment' section within 30 days from the date of this letter.

It is the practice of the NPS to make all comments, including names and addresses of respondents who provide that information, available for public review following the conclusion of the environmental assessment process. Individuals may request that the NPS withhold their name and/or address from public disclosure. If you wish to do this, you must state this prominently at the beginning of your comment. Commentators using the website can make such a request by checking the box "keep my contact information private." NPS will honor such requests to the extent allowable by law, but you should be aware that NPS may still be required to disclose your name and address pursuant to the Freedom of Information Act. We will make all submissions from organizations, businesses, and from individuals identifying themselves as representatives or officials of organizations or businesses available for public inspection in their entirety.
