Obed Wild and Scenic River and Big South Fork National River and Recreation Area contain a total of 326 non-Federal oil and gas wells. The National Park Service prepared a combined Non-federal Oil and Gas Management Plan and Environmental Impact Statement for both parks.
The purpose of the Final Non-federal Oil and Gas Management Plan and Environmental Impact Statement is to analyze alternative approaches, clearly define a strategy, and provide guidance for the next 15 to 20 years to ensure that activities undertaken by owners and operators of private oil and gas rights are conducted in a manner that protects park resources and values, visitor use and experience, and human health and safety. The plan is strategic in nature and will not establish any rights or obligations; National Park Service authorizes actual operations on a site-specific basis.
To determine the scope of issues to be addressed in the Non-federal Oil and Gas Management Plan and Environmental Impact Statement and to identify significant issues related to managing oil and gas operations at Obed Wild and Scenic River and Big South Fork National River and Recreation Area, the National Park Service conducted public scoping (comment) sessions in both Tennessee and Kentucky during the summer of 2006. Comments received were evaluated, and summarized for consideration by the NPS interdisciplinary planning team during the alternatives development and impacts analysis processes
The Draft Non-federal Oil and Gas Management Plan and Environmental Impact Statement was made available for public review from June 15, 2011 through August 16, 2011. Five public open houses were held from July 18 through July 22, 2011 in McCreary County, Kentucky, and Scott, Anderson, Fentress, and Morgan counties in Tennessee.
The National Park Service analyzed all comments received on the Draft Non-federal Oil and Gas Management Plan and Environmental Impact Statement during the public review period and shared its final plan and environmental impact statement during a 30-day waiting period before signing a Record of Decision (ROD) documenting the selected action.
The NPS has prepared a user-friendly summary plan that highlights the main actions associated with the Non-Federal Oil and Gas Management Plan.
