The Federal Energy Regulatory Commission (FERC, in cooperation with the National Park Service (NPS) and the Environmental Protection Agency (EPA), prepared an Environmental Assessment (EA) to examine alternative actions and environmental impacts associated with the proposed Eastern Panhandle Expansion Project (Project), proposed by Columbia Gas Transmission, LLC (Columbia) (https://www.ferc.gov/industries/gas/enviro/eis/2018/CP17-80-EA.pdf).

Columbia proposes to construct, operate, and maintain approximately 3.4 miles of 8-inch diameter pipeline and associated appurtenant facilities across three counties and states (Fulton County, Pennsylvania; Washington County, Maryland; and Morgan County, West Virginia). Columbia's proposed Project would cross beneath the Chesapeake and Ohio Canal National Historical Park (Park) near Hancock, Maryland.

The NPS adopted this EA and has issued a Finding of No Significant Impact (FONSI) for the issuance of a Right-of-Way permit ROW) associated with the Columbia Gas Eastern Panhandle Expansion Project within the Park. The project is seeking a 50 foot by 553 foot ROW for the proposed construction of an eight (8) inch gas transmission pipeline that would traverse under (between 116 - 148 feet below ground) Chesapeake & Ohio Canal National Historical Park (Park) near Hancock, MD. The entire project proposed by Columbia Gas, referred to as the Eastern Panhandle Expansion Project, and includes the construction, operation, and maintenance of approximately 3.37 miles of natural gas transmission pipeline in three counties and states (Fulton County, PA; Washington County, MD; and Morgan County, WV).
