The National Park Service, Chesapeake and Ohio Canal National Historical Park, will undertake a in kind replacement for the entrance station building at the Great Falls area of the park. The purpose of the new structure is to replace an outdated building. The need for the project is to provide park personnel with a structure that meets the American Disability Act (ADA) requirements. An office area and a restroom will also be added, which the existing building does not provide.
The replacement building will be located on the same site as the existing structure. It will require a slightly larger footprint to accommodate the added features; however, the area has been previously disturbed by various past construction projects. The site is located in an area where the entrance road divides the inbound and outbound traffic lanes. The building is available to both lanes for fee collection and visitor questions. The existing building is 8 feet-0 inches by 11 feet-0 inches totaling 88 square feet. The new structure will be 13 feet-0 inches by 22 feet-0 inches totaling 221 square feet. The increase in size is necessary to provide for the ADA ramp, office, and restroom.
The new structure will match the existing structure with board and batten exterior siding and a wood shingle roof. This is a prominent design for buildings within the Great Falls area of the park. Water and sewer lines were installed under the Great Falls Entrance Road Project Environmental Assessment. Electric and telephone communication lines are currently present on site.
The new structure will be divided into three sections. The front part of the structure will extend from inbound lane to outbound lane with windows to provide contact with visitors. There will also be a picture window on the north elevation to provide rangers with a view of the entrance roadway. The back part of the structure will contain a small office area and the restroom. It will be offset to one side to allow for the ADA ramp. As a result, the overall footprint of the new structure will be kept as small as possible and rectangular in shape.
The park's Interdisciplinary Team reviewed the project for impacts to natural and cultural resources. The project does not pose any serious or long-term effects to the environmental, historical, cultural, archeological, or visual resources. It meets categorical exclusion #C.8 – Replacement in kind of minor structures and facilities with little or no change in location, capacity, or appearance – for example, comfort stations, pit toilets, fences, kiosks, signs, and campfire circles.
In consultation with the Maryland Historical Trust (State Historic Preservation Officer), as required by Section 106 of the National Historic Preservation Act, the project was reviewed for impacts to cultural resources. No adverse effects are anticipated as a result of this project and the project is consistent with the Secretary of Interior's Standards for Rehabilitation and the accompanying guidelines.
