The National Park Service, Chesapeake and Ohio Canal NHP, will host the Youth Conservation Corps (YCC) for summer work in 2008. One project for the YCC crew will be to address vegetation overgrowth at Fort Duncan, Washington County, MD and the Washington and Great Falls Railway (Trolley Line), Montgomery County, MD. Fort Duncan is an earthen fortification used during the Civil War. The historic Trolley Line provided transportation to Great Falls from 1912 to 1926.
At Fort Duncan, a wind storm several years ago closed the maintenance access roadway and subsequently, many trees have taken hold in areas that were traditionally open space. The YCC crew will clear the service access road and remove saplings from the earthworks.
The downed trees on the access road need to be cut and hauled off the road. Large trees will be bucked up by the special park use coordinator using a chainsaw, and the material will then be hauled into the woods for decomposition by the parks YCC crew. The YCC crew will then remove the paw paw trees that are growing into the earth works. Paw paw removal will be done using hand tools, and the stumps will be cut flush.
Along the Trolley Line Loop, saplings of various species are taking over and need to be cut back. The YCC crew will remove the trees with hand tools, and the stumps will be cut flush. If any of the species are exotic, the stumps will be chemically treated by the park biologist, a certified pesticide applicator.
YCC regulations dictate the level of work that can be undertaken within this program. The above described work meets these standards with the use of hand tools. Power tools and chemical herbicide application will be undertaken by trained park staff as needed to supplement the work of the YCC staff.
The YCC staff is under the supervision of the park's biologist.
The park's Interdisciplinary Team reviewed the project for impacts to natural and cultural resources. The project does not pose any serious or long-term effects to the environmental, historical, cultural, archeological, or visual resources. It meets categorical exclusion #C.4 – Routine maintenance and repairs to cultural resources sites, structures, utilities, and grounds if the action falls under an approved Historic Structures Preservation Guide or Cyclic Maintenance Guide, or if the action would not adversely affect the cultural resource.
The project also meets the National Historic Preservation Act/Section 106 Programmatic Agreement, Exclusions #IV.B 1 – preservation maintenance (housekeeping, routine and cyclic maintenance, and stabilization) as defined in DO-28, and; #IV.B 9 – Rehabilitation work limited to actions for retaining and preserving, protecting and maintaining, and repairing and replacing in kind materials and features, consistent with the Secretary of Interior's Standards for Rehabilitation and the accompanying guidelines.
