Work will be undertaken at historic Lock 20 of the Chesapeake and Ohio Canal National Historical Park beginning November 2006. The scope of this project focuses on the preservation maintenance of Lock 20. There are two primary tasks: masonry repointing and upper lock gate replacement.
Lock 20 is located within the twenty-two mile section of the canal that is rewatered. The historic components of lock operation are still used today by park staff to control the water levels of the canal in this section. All historic components are maintained to be operational.
Lock 20 is also used on a regular basis for the park's canal boat operations. A full size packet boat transports park visitors through the historic lock during an interpretive program event. Park staff man and operate the boat, using park owned mules tow the boat along the canal, just as they would have done 130 years ago.
With the regular use of lock 20, some deterioration has occurred. In accordance with the SECRETARY OF INTERIOR'S STANDARDS FOR THE TREATMENT OF HISTORIC PROPERTIES, basic masonry repointing will be undertaken. Masonry joints will be handraked and cleaned of loose of deteriorated mortar. Appropriate mortar will be mixed to match the original mortar in color, composition, and strength. Mortar joints will be finished to match existing.
The upper wooden lock gate has deteriorated due to time. Replacement will be in kind, based on the construction drawings from the Chesapeake and Ohio Canal Company.
The park's Interdisciplinary Team reviewed the project for impacts to natural and cultural resources. The project does not pose any serious or long-term effects to the environmental, historical, cultural, archeological, or visual resources. It meets categorical exclusion #C.4 – Routine maintenance and repairs to cultural resources sites, structures, utilities, and grounds if the action falls under an approved Historic Structures Preservation Guide or Cyclic Maintenance Guide, or if the action would not adversely affect the cultural resource.
The project also meets the National Historic Preservation Act/Section 106 Programmatic Agreement, Exclusion #IV.B 1 – Preservation maintenance (housekeeping, routine and cyclic maintenance, and stabilization) as defined in NPS 28.
