The Record of Decision (ROD) for the Elk Management Plan and Environmental Impact Statement (EIS) was signed by the Midwest Regional Director on December 3, 2009. It documents approval of the plan, selects the alternative to be implemented, and sets forth stipulations required for implementation.
The National Park Service has selected Alternative B, which focuses on the hunting of elk on public and private lands outside the park to reduce and maintain the park's elk population. The SDGFP would administer the hunt, issue all hunting permits and retain all fees. This alternative was described as the NPS preferred alternative in the Final plan/EIS, released to the public for the required 30-day no-action period beginning October 30, 2009, and ending November 30, 2009.
The plan/EIS was prepared in accordance with the National Environmental Policy Act of 1969 and regulations of the Council on Environmental Quality, the NPS Management Policies (2001), and NPS Director's Order 12: Conservation Planning, Environmental Impact Analysis, and Decision-Making. Through this planning process, the NPS has analyzed a full range of reasonable alternatives and evaluated their impacts on the human environment and ability to achieve the stated plan objectives.
