The proposed Hemlock Trail is an approximately 1.5 to 1.7 mile long multi-purpose trail to be located within the City of Independence and Village of Valley View, Cuyahoga County, Ohio.

This intermodal and multi-purpose trail has an eastern terminus at the Cuyahoga Valley National Park's (CVNP) Ohio & Erie Towpath Trail and a western terminus at Brecksville Road/SR 21 and Selig Drive. The majority of the trail will be constructed within the public right-of-way, with sections traversing private property (industrial) and on CVNP property managed by the National Park Service (NPS).

The Hemlock Trail has regional and national impact as it meets the interconnectivity goals of the National Park Service to the Ohio & Erie Canal Towpath Trail. This trail provides for economic development expansion goals of the City of Independence in relationship to its Downtown/Main Street connectivity to the historic Ohio & Erie Canal Corridor and towpath, the historic Cuyahoga Valley Scenic Railway, and the CVNP.

An environmental document is being prepared with Federal Highways Administration (FHWA) as lead agency. The project will be classified as a Categorical Exclusion Level 4 project in accordance with the Categorical Exclusion Programmatic Agreement with the Ohio Department of Transportation (ODOT). The document will meet the general requirements of a National Park Service (NPS) Environmental Assessment.
