National Capital Parks - East is committed to meeting the requirements under the Maryland Department of Environment's (MDE) National Pollutant Discharge Elimination System (NPDES) General Permit No. 13-SF-5501 Discharges from State and Federal Small Municipal Separate Storm Sewer Systems (MS4) for the Baltimore Washington Parkway and Suitland Parkway. In accordance with Maryland MS4 permit requirements, National Capital Parks - East conducts scheduled inspections and maintenance, stormwater management planning and education, and produces reports to comply with the NPDES.

National Capital Parks - East conducts personnel education and outreach designed to help reduce the discharge or pollutants caused by stormwater runoff through the use of developing materials to educate personnel about the impacts of stormwater discharges on receiving waters, why controlling discharges is important, and what personnel and the public can do to reduce pollutants in stormwater. With limited park staff and 8,000 acres of park property, it is important to engage the public in the park's stormwater management and MS4 programs to seek their support in identifying and reporting any suspected illicit discharges, improper disposal, or spills, or other complaints within the park's MS4 service areas as well as communicate about any stormwater complaints or land disturbing activities.

BACKGROUND:
The MS4 Plan documents how the National Park Service (NPS) intends to meet the requirements set forth in the National Capital Parks - East's Maryland General Permit for Discharges from State and Federal Small MS4s for the Suitland Parkway and Baltimore-Washington Parkway. NACE's permits (13-SF-5501) were issued by MDE's Water and Science Administration effective October 31, 2018. The Permit and Plan were issued for a five-year period; however, remain in effect until MDE finalizes a new General Permit and National Capital Parks - East finalizes a new MS4 Plan, respectively.

NACE MD MS4 permits require the development and implementation of processes and plans to support the state's overall nutrient and sediment load reductions required to address the Chesapeake Bay TMDL by 2025. The Maryland permit requires that the park commence restoration efforts for 20% of existing impervious lands that have little or no stormwater management. The plan details the strategies and plans the park will undertake to achieve the permit requirements.
