Improvement to accommodate winter trail use at Mountain Vista Trailhead

This minor amendment permits small adjustments to the winter-use facilities at the Mountain Vista Rest Area, including additional signs and wands to help direct winter users and minor trail maintenance to reduce safety hazards. The trial Winter Road Plowing FONSI (2013) acknowledged the functional need to provide for a workable the staging area and trail access as part of the trial period. Data collection since the 2013 EA and FONSI will be continued during the 2017-2018 season and winter planning efforts to evaluate winter use are underway.
