George Washington Memorial Parkway (GWMP), working in conjunction with the Federal Highway Administration - Eastern Federal Lands Highway Division (EFLHD), is preparing to repair and reconstruct East Boulevard Drive from Collingwood Road to Kent Road, West Boulevard Drive from Collingwood Road to Alexandria Avenue and Northdown Road from Alexandria Avenue to the George Washington Memorial Parkway (as depicted on attached map). You are receiving this letter, because you either live on one of the affected roads or most likely use one of the affected roads to access your neighborhood. This serves as an update to a previous letter from GWMP sent September 2012.

The project will involve mill pulverization and overlay reconstruction of existing roads and a clearing and repair of existing drainage ditches. There are no changes planned for the road prism. When completed, the roads will essentially look as they appear today, except with newer surface. EFLHD is preparing to commence project construction on June 3, 2013. Work is expected to continue through June, July and August 2013.

All of the staging and work for this project will occur on federal lands. However, the NPS boundary/right of way (ROW) limits along these roads generally extends for a few feet beyond the edge of the road surface, often to include our neighbors' front yards. The boundary is well-marked throughout the project area by grey concrete monuments with a brass cap on top stating "Mount Vernon Memorial Highway." As a supplement to this, ROW markers have been staked out according to plans prepared by EFLHD. The staked ROW limits will primarily be used for informational purposes and to ensure roadway construction activities do not exceed NPS property limits.

It is the NPS's intent to minimize driveway removal and/or replacement as part of this project; however, it has come to our attention that some existing driveways and driveway extensions were installed across federal property. We are continuing to work to determine the legality of driveways in the area. This paving project should not be interpreted as a statement as to the legality of a driveway or personal assets located on federal property.
