The NPS has undertaken an assessment of a Site that has been used as a firing range for park personnel and other local public safety agencies. Firing range wastes are regulated under the Resource Conservation and Recovery Act (RCRA) and 40 CFR 260-266. The assessment and clean-up of outdoor firing ranges is regulated under RCRA and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). The NPS has the responsibility under CERCLA to determine if potential hazardous substances exist within each park unit. Numerous laws and regulations require clean-up of known hazardous waste contamination. A Sampling and Analysis Plan for the Site was completed in October 2014. Soil was sampled to determine the level of metals contamination at the Site. Data from the soil analysis was used to characterize the site, and to identify and evaluate appropriate removal action alternatives in an Engineering Evaluation/Cost Analysis (EE/CA) report. The NPS provided a 30-day public period on the report and proposed actions. One comment was received from the California Department of Toxic Substance Control; that comment has been addressed in the Action Memorandum, which was approved by the NPS on August 28, 2015.
