This project would establish a conservation garden, especially focusing on Monarch Butterfly habitats and native trees and plants, with the help of community members and students in the Legacy Garden and area behind the Lincoln Home. A white plank fence, matching the plank fences used throughout the park, installed along Edwards and 9th Streets to Jackson Street would improve security and create a better sense of connection to the park overall. Some of the existing plants, including leather leaf viburnum and invasive weeds and bushes, would be thinned or removed to improve visibility from the park and street. The Legacy Garden area and greenspace area behind the Lincoln Home (HS-01) are not used regularly by visitors. Because of their more "remote" location, the areas are used by homeless people or other people walking through to dump trash, conduct drug deals, and generally create an unsafe and uninviting environment.

A similar fence ran along Edwards Street until the early 2000s in the same location. The fence line along 9th Street would be new. It will follow the city sidewalk between Edwards and Jackson streets and will include fence posts set 3' deep every 8' along the 320' long fence line.

The garden areas would include signage and/or waysides to educate visitors and the community about the importance of natural resource conservation and the preservation of native ecosystems in urban environments. The community involvement would create new partnerships with the NPS with the plan that the community members would continue to maintain the gardens.

Legacy Garden and the area behind the Lincoln Home are outside the park's Cultural Landscape Plan and are meant to serve as greenspace and buffer between the historic zone and the very busy 9th Street/Business 55 highway/former Route 66. The mounds in Legacy Garden originally installed to aid in sound buffering would remain with the garden areas following the established profiles.
