The EA analyzes the impacts associated with implementing the plan as well as the impacts of the no-action alternative. The analysis found similar impacts of both alternatives, although the proposed action has greater long-term benefits due to increased effectiveness and efficiency gained through a programmatic approach to exotic plant management. Furthermore, the proposed action includes specific best management practices, standard operating procedures, and other administrative tools which serve to minimize risks to the environment and people while improving the effectiveness of the treatment or management action.
