The National Park Service (NPS) is soliciting public comment on a "Programmatic Agreement" governing the rehabilitation of 36 historic Fort Hancock buildings at the Sandy Hook Unit of Gateway National Recreation Area.

The Programmatic Agreement is a standard, technical document under the National Historic Preservation Act (NHPA,) and is used to clarify roles, responsibilities and expectations of all parties engaged in large and complex federal projects that may have an impact on historic properties. In this case, the parties include the NPS (federal stewards of the historic buildings,) Sandy Hook Partners, LLC (the organization that will be conducting the rehabilitations under a long term lease with the NPS,) the Advisory Council on Historic Preservation (the federal oversight agency for the implementation of NHPA) and the New Jersey Historic Preservation Office (the state agency with the same responsibility for properties under its jurisdiction.)
