AVISO DE DISPONIBILIDAD Y SOLICITUD DE COMENTARIOS SOBRE UN PROYECTO DEL PLAN DE RESTAURACIÓN DE RECURSOS NATURALES Y DEL USO HUMANO Y RECREACIONAL DEL HÁBITAT PERDIDOS A CONSECUENCIA DEL DERRAME DE PETRÓLEO OCURRIDO EL 7 DE ENERO DE 1994 EN LA COSTA DE SAN JUAN, PUERTO RICO
 
Description:
Según el Título 33, Sección 2706 (c)(5) del Código Federal de Estados Unidos y el Título 15, Sección 990.55 del Código de Regulaciones Federales, se comunica por este medio que el documento llamado "Plan de Restauración y Evaluación Ambiental para el Derrame de Petróleo del Morris J. Berman, en San Juan, Puerto Rico" (Proyecto de PR/EA) está disponible al público para su revisión y comentarios en la Zona Histórica de San Juan (SAJU). La preparación de este documento estuvo a cargo del Departamento de Recursos Naturales y Ambientales de Puerto Rico, del Servicio Nacional de Parques, a nombre del Departamento del Interior de Estados Unidos, y de la Administración Nacional de los Océanos y de la Atmósfera, que pertenece al Departamento de Comercio de Estados Unidos (todos llamados "Fiduciarios"). Además de causar daños directos a varios recursos naturales como resultado de la encalladura, el derrame alteró el uso recreativo de áreas costeras y recursos históricos. Este Proyecto de PR/EA presenta el plan de restauración que los Fiduciarios proponen para restablecer los recursos naturales y los servicios recreativos perdidos. Las acciones de restauración que finalmente se aprueben después del período de examen público y de comentarios del público, que se anuncia hoy, se implementarán utilizando fondos que los Fiduciarios obtuvieron para remediar dichas pérdidas como parte del arreglo de las reclamaciones hechas a nivel federal y estatal que se originan en el derrame.

Las reuniones se lleverán a cabo en el Centro de Visitantes del Fuerte de San Cristóbal (antigua Defensa Civil). La entrada está localizada en la Avenida Muñoz Rivera, cerca de la intersección con las calles Norzagaray y San Francisco.

Description:
Pursuant to 33 U.S.C. 2706(c)(5) and 15 C. F.R. 990.55, notice is hereby given that a document entitled "Draft Restoration Plan/Environmental Assessment for the Morris J. Berman Oil Spill, San Juan, Puerto Rico" (Draft RP/EA) is available for public review and comment at the San Juan Historic Site (SAJU). This document was prepared by the Puerto Rico Department of Natural and Environmental Resources, the National Park Service on behalf of the U.S. Department of the Interior and the National Oceanic and Atmospheric Administration of the U.S. Department of Commerce (collectively, the 'Trustees') to address the lost natural resource and recreational use of natural resources which resulted from the discharge of oil into the waters of the Caribbean Sea and San Juan Harbor following the grounding of a towed barge vessel on January 7, 1994 (the 'Incident'). In addition to causing direct injury to a number of natural resources from the grounding, the spill disrupted the recreational use of area shorelines and historic resources. This Draft RP/EA presents the restoration plan which the Trustees are proposing for use to address these lost natural resources and recreational services. Restoration actions which are finally approved following the public review and comment period announced today will be implemented using funds that the Trustees recovered for these losses as part of a settlement of federal and state claims arising from the spill.

Meeting Directions/Instructions:
The meeting and the hearing will be conducted at the Fort San Cristóbal Visitor Center (former Civil Defense), near the entrance to Old San Juan. The entrance to the visitor center is located on Muñoz Rivera Avenue, near the junction with Norzagaray and San Francisco Streets.
