Golden Gate National Recreation Area (GGNRA) recognizes well-managed dog walking as a healthy and popular way to enjoy parklands. GGNRA is conducting a planning process to determine the manner and extent of dog walking in appropriate areas of the park. The overall goal of the plan is to develop a clear, enforceable policy that:

• provides a variety of visitor experiences, including areas where dog walking is allowed
• improves visitor and employee safety
• reduces user conflicts
• provides a variety of visitor experiences
• promotes the preservation and protection of natural and cultural resources and natural processes.

2016

Final Environmental Impact Statement

On December 9, 2016, the Final Environmental Impact Statement for Dog Management in the GGNRA was released, beginning the 30-day no action period. This document analyzes alternative approaches to dog management and recommends alternative F as the Preferred Alternative. The FEIS reflects and addresses public comments received on the Draft and Supplemental Environmental Impact Statements. There will not be a formal public comment period for the FEIS.

Proposed Rule for Dog Management in GGNRA

On February 24, 2016 the Proposed Rule for Dog Management in GGNRA opened for a 60-day public comment period on www.regulations.gov (RIN 1024-AE16). The comment period was later extended to 90 days and ended on May 25, 2016; approximately 4,100 responses were received. The Proposed Rule is based on the Preferred Alternative described in the Draft Dog Management Plan/Supplemental Environmental Impact Statement (SEIS).

2013-2014

Draft Dog Management Plan/Supplemental Environmental Impact Statement

A Draft Dog Management Plan/Supplemental Environmental Impact Statement (SEIS) was released for public review and comment in September 2013; this document is a supplemental EIS that responds to the substantive comments on the draft Plan/DEIS and includes analysis of dog management for the newest area of the park, Rancho Corral de Tierra. Because of the amount of new information and analysis that was added, the entire document was reissued.

2011

Draft Dog Management Plan/Environmental Impact Statement (DEIS)

A Draft Dog Management Plan/Environmental Impact Statement (DEIS) was released for public comment in January 2011; approximately 4,700 responses were received. Those responses contained approximately 7,250 substantive comments.

2011: Release and public comment period for Draft Dog Management Plan/Environmental Impact Statement (EIS)

2013-2014: Release and public comment period for Draft Dog Management Plan/Supplemental Environmental Impact Statement (SEIS) with six alternatives, including the NPS Preferred Alternative

Spring 2016: Proposed Rule for Dog Management in GGNRA released for a 60-day comment period (Later extended to 90 days) on www.regulations.gov (Search: RIN 1024-AE16).

December 2016: Release of the Final Environmental Impact Statement (FEIS) with Preferred Alternative

Early 2017: Record of Decision signed - - Final Rule issued and published in the federal register, including an effective date; implementation of the rule to begin after a period of public education and outreach and installation of signage. *
