Develop EA for Transfer Jurisdiction & Improvements to Intersection of Pennsylvania & Potomac Avenues
The District Department of Transportation (DDOT), along with the Federal Highway Administration (FHWA), and in cooperation with the National Park Service (NPS), prepared an Environmental Assessment (EA) to examine alternative actions and environmental impacts associated with the proposed project to provide transportation improvements at the intersection of Pennsylvania Avenue SE and Potomac Avenue SE, in Washington, DC. A Finding of No Significant Impact (FONSI), was prepared by the NPS and executed on 04/27/2020.
The FONSI described that project included transfers of NPS property to DDOT and DDOT right-of-way to the NPS. The net transfer will be approximately 11,920 square feet of property from the DDOT to NPS and approximately 11,541 square feetfrom the NPS to DDOT. A net increase of approximately 379 square feet to the NPS. The purpose of the Pennsylvania and Potomac Avenues SE Intersection Improvement Project is to improve safety for pedestrians, pedestrian connections to transit, and traffic circulation.
After the execution of the FONSI, DDOT surveyed the area, and determined that the transferred area from the DDOT to NPS decreased to approximately 10,650 square feet, and the area from NPS to DDOT increased to approximately 13,197 square feet. A net loss of approximately 2,547 square feet of NPS administered property. In comparing the current plat map with the map that was presented in the EA, there were a couple of missing areas on or near the roadways that were in the original maps. The current map filled in those gaps and makes minor adjustments that accounts for the discrepancy of the numbers.
This difference in areas presented on the current plat maps do not change the physical impacts presented in the EA and FONSI or change the decision of the NPS to transfer jurisdiction of these properties to DDOT for the improvements proposed at the intersection of Pennsylvania Ave and Potomac Avenue. I certify that the existing NPS NEPA document has been reviewed and there are no substantive differences between the current proposal and its associated environmental impacts and the proposal and impacts as described in the existing NEPA document and associated decision document.
