Sir Francis Drake Boulevard Improvement Project EA with FONSI and / IS with MND


The Federal Highways Administration (FHWA) Central Federal Lands Division has published a Finding of No Significant Impact (FONSI) in compliance with the National Environmental Policy Act (NEPA) and Marin County has approved a Mitigated Negative Declaration (MND) under the California Environmental Quality Act (CEQA) for the implementation of the Sir Francis Drake Boulevard (SFDB) Improvement Project in Point Reyes National Seashore.

The project includes improvements to approximately 12 miles of SFDB. The project begins at the intersection with Pierce Point Road and continues south and west to the intersection with Chimney Rock Road. The project consists of resurfacing, restoring, and rehabilitating SFDB in a manner that will closely follow the existing roadway in order to minimize impacts to the natural terrain. In general, the project will widen the roadway 1 to 6 feet to maintain a consistent 24-foot width with two 11-foot travel lanes and 1-foot shoulders. The existing 15- and 18-inch culverts within the project area will generally be replaced with 24-inch culverts where feasible. At existing pullouts along the project corridor, a 5-foot asphalt apron (edge) will be added over the existing aggregate surface, and some pullouts would be resurfaced with aggregate.

The preferred alternative was described in detail in the environmental assessment (EA), which was available for a 30-day public review ending on August 13, 2015. There were no modifications or revisions to the proposal due to public comment. There were some changes or corrections to the text of the EA based on responses to comments on the EA. These text changes were incorporated into Errata for the EA/IS attached to the FONSI and MND.
