FINDING OF NO SIGNIFICANT IMPACT Lower Thunder Creek Trail and Camp Modifications 2020


This Finding of No Significant Impact (FONSI) documents the decision of the National Park
Service (NPS) to adopt the proposed action in the Lower Thunder Creek Trail and Camp Modifications Environmental Assessment (EA), which is Alternative I. This alternative was evaluated against Alternative II: No Action. These were the two alternatives fully analyzed in the EA. This FONSI documents the NPS determination that no significant impacts to the quality of the human environment will occur from rerouting 1,500 feet of trail for hiker and stock use, relocating the McAllister hiker and group camp, constructing a new administrative camp near Junction camp, and removing washed out bridge stringers with helicopter, all on the Thunder Creek Trail in Ross Lake National Recreation Area and North Cascades National Park.

The document also contains NPS responses to substantive concerns received during the public review period of the EA (June 15 - July 14, 2020), a summary of mitigation measures incorporated into the selected alternative, and errata for the final EA.

In response to the NPS Organic Act of 1916, a Determination of No Impairment is also included which finds that there will be no impairment of park resources and values from the project. Congress directed the U.S. Department of the Interior and the NPS to manage units "to conserve the scenery, natural and historic objects, and wild life in the System units and to provide for the enjoyment of the scenery, natural and historic objects, and wild life in such manner and by such means as will leave them unimpaired for the enjoyment of future generations" (54 U.S.C. 100101).
