Programmatic Agreement with Mass SHPO


The National Park Service (NPS) is requesting public comments on the draft Programmatic Agreement between the NPS and the Massachusetts State Historic Preservation Officer (SHPO) for implementation of our responsibilities under Section 106 of the National Historic Preservation Act for aspects of the proposed Charlestown Navy Yard Master Development Strategy which may have an adverse affect. These actions include the creation of a Gateway Center at the location of Hoosac Stores (a National Register listed property adjacent to the Navy Yard), the creation of a Great Lawn involving the potential reconfiguration of the athletic courts, and the activation of Pier 1 including the replacement of the structurally deficient Building 109 with a ghost structure. The draft agreement sets out procedures for review of individual implementing actions and outlines the proposed mitigation for any adverse affects which may occur.
