This 30-page document describes Skidoo Mill and discusses plans for informing the public and gathering feedback and comments on the project.

This is NOT the document that analyzes solution alternatives. That will be the Engineering Evaluation/Cost Analysis (EECA). When the EECA is written, there will be a 30-day public comment period on the preferred alternative.
