Finding of No Significant Impact

This document describes the selected action and provides an explanation of why it will have no significant impacts on the environment. The Finding of No Significant Impact (FONSI) and the errata prepared for the project and appended to the FONSI, constitute a complete record of the environmental impact analysis process for the proposed project. Responses to public comments on the EA begin on page 7 of attachment B.
